Copy JDF workspace,install test jre,and run this case
Steps to reproduce:
1.Install the JRE under test
2.Copy 'notepad.exe' (from C:/Windows/System32) to system drive and rename it as 'program.exe' (e.g C:/notepad.exe becomes C:/program.exe).
3.Open the Java control panel, go to 'Update' tab and click on 'Update Now'
4.Verify that the notepad.exe is NOT launched (Note: you can use any other binary executable application in step#2 instead of 'notepad.exe' and 5.verify that your application is NOT executed when clicking on 'Update Now')

The actual result:
At step 3:There's no 'Update Now' after going to JCP->'Update' tab.Please refer to update.jpg.
