Can not turn off UAC for a standard local account ( Limited User ) when the administrator's UAC is OFF on Win8.1-x86.

      Steps to reproduce:

      Requirement:
      1) This case applies to Windows ONLY
      2) Make sure that version of tested JRE includes "EnableJava" feature. (To enable/disable Java, please goto JCP->Security Tab, then select/unselect checkbox "Enable Java content in the browser"). (To enable/disable Java, please goto JCP->Security Tab, then select/unselect checkbox "Enable Java content in the browser")
      3) There are (at least) one Admin User, two Limited Users. Lets assume:
      Admin User is User A
      One Limited User is User L1, the other Limited User is User L2
      4) Note: On Windows Vista/7, Limited user is a Standard account user with UAC OFF. So Make sure turn UAC OFF for this test case on Windows Vista/7 and Operating Sytems alike.

      1.Install test JRE ( it should supports "Enable Java" feature ), do the next preparation settings:
      User A's Java is enabled.
      User L1's Java is enabled.
      User L2's Java is disabled.
      2.Then login as User A, disable Java
      3.Make sure:
      User L1's Java is disabled. Try to change the settings. Make sure the Java is still disabled.
      User L2's Java is disabled. Try to change the settings. Make sure the Java is still disabled.
      4.Make sure that java is disabled for all users: A, L1, L2

      The actual result:
