Of Late, particularly after the push of JDK-8145136, we've seen frequent timeouts of the recently modified test

tools/jlink/plugins/IncludeLocalesPluginTest.java

recently modified under JDK-8158272.

The test should be problem listed until this issue is addressed.

(In addition, it is seems suspect to me that test does not run with the standard amount of memory and its turning on of verbose GC logging is unusual.)
