Test Bundle: jre-9-ea+120_windows-x86_bin.exe

Steps to Reproduce:
JRE007-025: Verifying RegisterDeploy ping working correctly
*Proving a RegisterDeploy errors are tracked correctly in the evar42 ping

Steps:
0. Check preconditions
    a.Set UAC notification on [1]
    b.VERIFY There are no JRE's installed.
    c.Add/Set the environment variable REGDEPLOY_INSTALL_DEBUG to "true"[2]
1. Login as a standard user other than administrator and run cmd.exe
2. Invoke the Offline installer in GUI mode (ex: jre-9-windows-i586.exe)
    a. VERIFY the installation paused with a message box pop up will display stating "debug" or "REGDEPLOY_INSTALL_DEBUG is set".
4. Delete jre/bin/deploy.dll file
5. Click "OK" button on the pop up message box and any other subsequent similar pop ups
    a. VERIFY "Installtion Failed" or "Java Setup - Incomplete" dialogue displays
    b. For 8ux and higher only, VERIFY evar42 has a non-zero value in administrator user's %temp%/jusched.log[3] (note, not the standard user you are using now.)
        The expected pattern is evar42#2 or evar42#-1. "2" is 8ux before 8u40; "-1" is for 8u40 and higher, also for 9ux.
    c. For 8ux only, VERIFY in juschedlog there's text: jre|1603~32bit
6. If all verifications true, test is a PASS.

[1] (Control panel -> search for "UAC" in right upper corner -> Click 'Change User Account Control settings -> User Account Control Settings -> Move the button to the second level 'Default - Notify me only when programs try to make changes to my computer')
[2] right click 'My Computer' -> System -> Advanced System Settings -> Advanced -> Environment Variables, create a variable/value (REGDEPLOY_INSTALL_DEBUG / "true") under System Variables.
[3] (e.g: C:\Users\administrator\AppData\Local\Temp\jusched.log, the administrator user name is the one you provided password when run installer)

Actually behavior:
Step2: There is no any message box pop up during the installation.
