langtools build.xml needs some adjustments

      The langtools' build.xml needs some adjustments for NetBeans
      1. Since some recent module changes it is no longer possible to debug langtools tools.
      2. It would be good for the ide to be aware of certain test libraries such as ToolBox this make writing test frame easier.
