Unable to perform Custom install using Java 9.0 b122 (32bit)

Attempting to perform Custom installation using Java 9.0-b122 (32bit) on
Windows fails. Installer does not respond to Back or Next buttons.

STEPS TO REPRODUCE:

 1. Download jre-9-ea+122_windows-x86_bin.exe (Windows 32-bit)
    https://jdk9.java.net/download

 2. Close all open browser.

 3. Run jre-9-ea+122_windows-x86_bin.exe

 4. On Welcome screen, check the box "Custom setup"

 5. Click Install button

 6. Try clicking on the Back or Next buttons. Nothing happens.
