Jars/JNLPs and other resources fails to show under system cache when JNLP application is invoked using system option

Steps to reproduce
-------------------------------
1.Install jdk9-b122
2.Set up system cache for non-windows system
3.Clear user/system cache by executing javaws -uninstall and javaws -system -uninstall
4.Launch any JNLP application with -system option: javaws -system <jnlp_url>
5.Launch cache viewer from command line: javaws -viewer or goto cache viewer using JCP directly as Web Java > Java Cache Viewer

If there is no entry of JNLP or jars under "system" tab then bug is reproduced
