Port simple test from com/sun/javaws/jnl to new unit test infrastructure

the wiki at https://wiki.se.oracle.com/display/JPGC/Deployment+Test+Workload identified several tests in graveyard in package com.sun.javaws.jnl as being candidates for porting to unit tests in new infrastructure.
This bug is to address porting those of the identified tests that can be implemented within the 10 commandments at https://wiki.se.oracle.com/display/JPGC/Deployment+Whitebox+Testing#DeploymentWhiteboxTesting-commandments as new whitebox unit tests.
