JDK9 b121, Win. 10 + touch screen.

Please run the attached test code (a slightly modified example from Ensemble) and try to rotate the black square by the angle ~60-90 degrees using the touch screen. Then try to drag it using the touch screen or mouse - it tumbles chaotically (not sure if it is not an issue of this specific sample).

Also reproducible on Win. 8 and with JDK8 b132
