How to reproduce:
Run the JDK installer for windows x64.
Set location
C:\programs\java\jdk1.8_91
(this location is actually asked twice, which is a bit weird)
Result:
C:\programs\java\jdk1.8_91 is actually the JRE installed instead of the JDK (no javac.exe for example, but a javacpl.exe instead)
STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
