Initial push of ~~JDK-8136930~~ will support both new and old launcher module options for transition.

When the transition to the new GNU-style options is over, the following options should be removed:

-modulepath -mp
-addmods
-limitmods
-upgrademodulepath
-XaddExports
-XaddReads
-Xpatch

Other old options removed from javac and javadoc include:
-release
-system
-processmodulepath
