Add a bash script that will generate a "full path" Xpatch/Djava.library.path @arg file for a modular build artifacts from a Javafx build. (build/modular-sdk/)

This script needs to create a file with full file system paths (and support windows style path), to allow a developer to download just the modular binaries and use them easily.
