This is windows only issue.
Steps to reproduce:
1) make sure that there is no hsperfdata_* directory in Windows temp directory defined by %TMP%
2) run Windows EXE installer for JDK.
3) make sure that 'Public JRE' is not installed as part of JDK installation.
4) run 'jps' - it does not show any local java process.
5) run 'jconsole' - it does not detect any local java processes.
