On running the command "c:/PROGRA~1/Java/jre-9/bin/javaws, ? -cp tests?javaws?batJavaws?classes;classes Fail ?.jnlp" from testcode, the expected error dialog "Application Error" is not displayed. Instead of that a help dialog is displayed. If the same command is executed manually on same configuration gives the expected dialog.
