A DESCRIPTION OF THE PROBLEM :
The jnlp file provided in the steps to reproduce fails to launch when launching with any JDK, other than the most current versions of JDK8, which are 101 and 102.
Javaws.exe starts and silently terminates.
STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1. Install an older JDK (any version of 7 and non-current version of 8) without the public JRE.
2. Save the following XML to test.jnlp.
3. Launch the jnlp from the command line.
