Win7 x64/jre8u101b08/IE9:There is same issue

Steps:
1.Uninstall all the jre.
2.Install 7u25 b17.
3.Set security level to medium.
4.Launch the applet/application. http://127.0.0.1:8080/FXUserDecisionOption/html/selfSigned_sandbox.html
5.The security warning dialog should be there.
6.Click Later on Java Update Needed dialog. Note: there might be two of this dialog because of earily bug. Don't mark it failed because of it
7.Select "Dont show again..." option and accept the dialog
8.The applet/application should get launched successfully
9.Set security level back to high.
10.Uninstall 7u25.
11.Do not clean the cache.
12.Install the test jre.
13.Add http://127.0.0.1:8080/ to the Exception Site List in Java Control Panel->Security
14.Launch the applet/application. http://127.0.0.1:8080/FXUserDecisionOption/html/selfSigned.html
15.The security warning dialog should be there without "Dont show again ..." option
16.Remove all entries from the Exception Site List in Java Control Panel->Security
17.Repeat the test using http://127.0.0.1:8080/FXUserDecisionOption/html/selfSigned_sandbox.jnlp

The actual result:
Failed.At step6,there is no Java Update Needed dialog shown up.And a Security Waring dialog pop up directly.Please refer to fail.png
We tried to test with FF45,the same issue happened.
