Swing file chooser doesn't launch on Simplified Chinese MacOS 10.10

Build: JDK 7u121 b09
OS: MacOSX 10.10
Language: zh_CN

Steps to reproduce:
1. Launch Javafx test on a simplified chinese macosx 10.10
2. In ChooserManual test, click on "Choose file Swing"

Expected result:
Swing file chooser should appear

Actual result:
Nothing happens.

More:
"Choose file FX" works all right.
