java/net/SetFactoryPermission/SetFactoryPermission.java needs to run in ovm mode

        The java/net/SetFactoryPermission/SetFactoryPermission.java testcase modifies socket factories and handlers for the JVM. It should be run in ovm mode so that other tests doen't interfere with it.
