[hidpi] Ubuntu 16.04: ContextMenu and Popup are broken

      Quite similar to JDK-8159968.

      Ubuntu 16.04 (Unity) + HiDPI (scale factor = 2) + JDK9b135. Please run the attached test code and try to open a context menu for the text field - it doesn't appear

      No issues on non-HiDPI machine with the same OS
