The current implementation of JFR doesn't work properly in a modularized envioronment where user defined annotations, events and settings are defined in different modules. Unit tests need to be added to make sure this functionality works. See JDK-8165228 Add qualified exports to jdk.jfr modul.

A first stab exists here, but it doesn't put classes in different modules.
