Keyboard navigation through collapsed menus in menubar should not show sibling menus

      Extracted from JDK-8164979.

      To reproduce:
      - select a menu by ALT key;
      A drop down window will not be expanded as expected.
      - press RIGHT arrow key
      Second menu's drop down window will be expanded unexpectedly.
