A DESCRIPTION OF THE PROBLEM :
The installation simply fails, on both my 32-bit and 64-bit machines. I tried disabling the anti-virus software, and it still didn't work. It gets to the point where Windows asks me to allow the installation to proceed, and then then nothing happens.

I work at Oracle, but this is happening on my laptop and desktop at home.

REGRESSION. Last worked in version 8u91

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
Simply double click on the installation file jdk-8u102-windows-x64.exe

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
It should have installed.
ACTUAL -
Nothing happened!

REPRODUCIBILITY :
This bug can be reproduced always.
