[JCP] Java Cache Viewer throws exception for Chinese Locale (zh-hant)

    Description

      When you open JCP with Chinese Traditional locale, it throws an exception in terminal and does not show the Java Cache viewer (Web Settings > Java Cache Viewer)

      Looks like this is caused for similar reasons to : https://bugs.openjdk.java.net/browse/JDK-8162453

      DateFormat.getDateInstance() throws exception for locale zh-hans
