suppress startup-time output from JDK-8168983

      The additional output caused by JDK-8168983 is breaking some functionality in FA. This bug is to track another one-off change to suppress all compilation option related output.

      This change will ONLY be for the FA/SaaS one-off builds. It must never be pushed into the normal BPR/GA releases.
