Considering the fact that only a handful of people are likely ever to
experiment with this API, and that they'll have to be experts who know
how to use `--add-exports` anyway, we concluded that the best course
of action for JDK 9 is simply to declare that this API "experimental"
in an in formal sense, and document that the way to "experiment" with
it is to use `--add-exports`.
