The java.util.Date class doc refers to the Directorate of Time of the US Naval Observatory. The Directorate of Time was later renamed to be the Time Service Department which is now no longer mentioned on the USNO page. (The old pages still exist, but they appear to be legacy.) The text should be updated to remove mention of the "Directorate of Time." The links have already been updated by JDK-8167992.
