Mac OSX 10.12.2
Attached you will find a simple app which can be used to demonstrate, that the cursor assigned to a Node is not always shown.
The app displays a BorderPane edge to edge in the scene, and the cursor of the BorderPane is HAND. Consequently, one would expect that whenever the mouse cursor is inside the app window, either HAND is displayed or one of the Mac resize cursors are displayed (if you touch the edges of the window).
With the app selected, if you move your mouse from outside the app window and into the app window, you might first get to see the default arrow cursor switch to the HAND cursor, but if you keep moving in and out you will both see the arrow cursor inside the app as well as the hand cursor outside the app.
