When addressing JDK-8171985, it became clear that additional work is needed to correctly handle applets on multi screen systems, at least for Linux and Mac. Windows behavior also needs to be verified.

This would include
+ "bring up" on a secondary display.
+ the applet partially off the screen
+ the applet container dragged to a different screen.
+ handling changes of scaling (?)
