This bug has been entered for future work. We have mitigated the issue with JDK-8172444.
On Windows 10 only, when rewriting the resources (icon, copyright, version info, etc..) of the launcher EXE, Windows Defender will prevent this from happening. The reason appears to be because the spawned process to do this rewriting of the resources doesn't have appropriate privileges.
