ESL app signed by expired cert with sandbox permissions should NOT be blocked on VERY HIGH level when cached and started again

      Steps to reproduce:
      1. Add "http://sqeweb.us.oracle.com/net/scanas415/export/deployment/crystal/DO_NOT_REMOVE_ME/jrebug/JawsESL/jnlp/" to ESL in JCP
      2. Open JCP->Security->General settings, select "Enable enhanced security restrictions"
      3. Load app: http://sqeweb.us.oracle.com/net/scanas415/export/deployment/crystal/DO_NOT_REMOVE_ME/jrebug/JawsESL/jnlp/testExpiredCASignedMFSandboxHello.jnlp
      4. A security warning dialog will show up and accept it.
      5. App will get loaded
      6. Load the same app again
      7. If app is blocked, this bug is reproduced.
      Expected: app should not be blocked when cached and started again in step 6.
