~~JDK-4649116~~ moved the Description to the top of the Package Summary page, but omitted to do so for the Overview description on the top level pages written by ModuleIndexWriter and PackageIndexWriter.

The Description should be consolidated on these pages, in line with all other Descriptions.

This is particularly important for the main JDK 9 documentation.
