SSV Helper Plugins distributed to non-corporate IE users

      ADDITIONAL OS VERSION INFORMATION :
      All Windows versions (in my case 10 build 1607)

      EXTRA RELEVANT SYSTEM CONFIGURATION :
      IE11 64 and 32 bit

      A DESCRIPTION OF THE PROBLEM :
      All Windows users with Internet Explorer, including hundreds of millions consumers, are getting the Java(tm) Plug-In SSV Helper and Java(tm) Plug-In 2 SSV Helper with every update, and each time Internet Explorer is asking them if they want to enable these plugins. If they know at all what Java is, they mistakenly think the plugin is needed for Java to function.

      From the description in JDK-6929996 I understand that this SSV helper has been developed for a very specific situation in a large corporate network. If this is true, these plugins should not be part of Java installer for Windows end-users.

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      Install / update Java on any Windows system

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      Get Java without Java Plug-In (2) SSV Helpers
      ACTUAL -
      Annoying questions from Internet Explorer, negative image of Java and Oracle brands among Windows end-users

      REPRODUCIBILITY :
      This bug can be reproduced always.

      CUSTOMER SUBMITTED WORKAROUND :
      Disable the plugins
