Consolidate ICU sources in one location

      Currently, ICU source files are scattering around a few components, such as, Normalizer, Bidi, Collator, IDN, etc. Consolidating the ICU sources in a single location should lessen the upgrading effort.

      Another benefit of consolidating the ICU sources in a single place is to declare the source ICU's version there.
