test/TestCommon.gmk: value of JTREG_TESTVM_MEMORY_OPTION is missing

        JDK-8170629 introduced test/TestCommon.gmk and removed duplication in test makefiles.

        JTREG_TESTVM_MEMORY_OPTION is missing in this change.

        By running "jdk" test, I observed that only -J-Xmx512m is actually used for jtreg, there's no -vmoption:-Xmx512m option (while it should be used).
