[ppc] Provide intrinsic implementation for CRC32C

    Description

      The intrinsic implementation for CRC32 checksum is missing from the [ppc] port.

      Implementation will only use "standard" instructions, available on all supported Power hardware. In addition, the implementation is very similar to that of the CRC32 intrinsics. Code is shared between these two as far as possible.
