Launching JRE/JDK (32-bit or 64-bit) installation from the local directory, keep install dialog hidden making it confused/difficult to proceed with installation steps.
To reproduce, download respective JRE version(s) 8u74 b01, 8u121, 8u152 ea b01, 9 ea b158 - (32 or 64-bit) to a local directory on the system.
Open Windows explorer and select the executable (say, jre-8u121-windows-i586.exe)
The initial install dialog appears in the background of explorer windows making it difficult to traverse through or identify the initial Java Setup dialog (see attached screenshots).

Results with other versions in Windows 10 (64-bit):
7u80 - OK
8u72 b15 - OK
8u73 b52 - OK
8u74 b01 - FAIL
8u121 b13- FAIL
9 ea b158 - FAIL

Apparently, this is a regression from 8u74 b01.
