In the Manage certificates sub tab inside Security tab in JCP, each certificate has some content.

There are multiple usability issues with this:
1. The content is divided into three sections. The 3rd section shows the content of the selected row. This should be the largest in size.

2. Some of the content in the 3rd section cannot be scrolled using left/right arrow.

3. "Issued by" is present in the first section and in the second one. We should just remove this and make space for the second section right next to the first one. This way the default content can be seen below.
