Move closed jib configuration for arm platforms to open

When the closed arm port was moved into OpenJDK, we forgot to also include the jib profiles configuration for the internal arm builds. That needs to be corrected. This was discovered to be a problem with licensee source bundle verification.

I have a fix for this ready. I have manually inspected the generated json before and after the change and there are no significant changes other than the expected. This makes the change safe to apply as it will not affect our OracleJDK builds at all.
