The reader of the unified Javadoc created by JDK-8172312 should be made aware of the distinction between Java SE modules, JDK modules and JavaFX modules.
Some suggestions on how to achieve this is:
* Group the modules on the front page
* Re-purpose the -group option
* Replace the "Modules" tab with "All Modules", "Java SE Modules", "JavaFX Modules" and "JDK Modules".
* Update the title and the description text to make the user aware of the distinction.
