jdk.testlibrary.TimeLimitedRunner (from jdk/test/lib/testlibrary/jdk/testlibrary) is an identical copy of jdk.test.lib.wrappers(from /test/lib), so we can simply update all tests to use the version from the toplevel test library.

j.t.TimeLimitedRunner is used only by two classes in jdk/test:
java/lang/invoke/LFCaching/LambdaFormTestCase.java
java/lang/invoke/MethodHandles/CatchExceptionTest.java
