remove JavaToolUtils testlibrary class

        JavaToolUtils class is used only by java/security/AccessController/DoPrivAccompliceTest.java test and does not provide any new functionality. As soon as DoPrivAccompliceTest.java is updated to use common testlibrary (JDK-8180895), JavaToolUtils class can be removed.
