remove explicit @build actions for the top level testlibary classes

    Description

      it has been observed(JDK-8157957) that having explicit @build actions for testlibrary classes leads to sporadic CNFE and NCDFE due to CODETOOLS-7901986. removing all such actions should prevent tests from failing.
