javac run with "--add-exports jdk.internal.vm.ci/jdk.vm.ci.meta=ALL-UNNAMED" fails to compile java file
which access jdk.vm.ci.meta.Value.
This seems to be recent regression as it worked fine with langtools from "c07524646483 tip" sources.
