Update specification of service providers for IIORegistry and ServiceRegistry

javax.imageio.spi.{IIORegistry, ServiceRegistry} refer to service providers, META-INF/services and the jar specification. The documentation should be updated to refer to the specification on ServiceLoader since the module system introduced significant updates to services.
