Remove ICU layout code from OpenJDK

      As of JDK 9 the ICU code has been superseded by harfbuzz.
      However it is still built and shipped as a fallback in JDK 9 to aid
      transition
      We should remove it (ICU) from JDK, very probably in JDK 10.
