Locale: Japanese
OS: Linux, Windows 7
Test java/util/ResourceBundle/modules/layer/run.sh failed with following exception:
Exception in thread "main" java.lang.RuntimeException: Unexpected resources loaded: en: ja, ja: ja
at Main.main(Main.java:58)

Run this test on other locales(English, Chinese)with the same OS, it passed.
