JEP-JDK-8182490: Performance Plan: No Perf team involvement needed

This is a JEP Task to help filter JEPs that have been triaged by the Performance Team and it has been decided no direct involvement from the Performance Team is required.

Any performance test of the feature will be through the regular performance tests done for the release, see the Performance Test Plan for the release in question for details.
