Charset MS950_HKSCS not supported in JDK 9

Caused by: java.nio.charset.UnsupportedCharsetException: MS950_HKSCS

ADDITIONAL OS VERSION INFORMATION :
Windows 7 Ultimate 64 bit

A DESCRIPTION OF THE PROBLEM :
Downloaded jdk-9_windows-x64_bin.exe and then install,
After install, run java in cmd.exe, then there are errors:
"Error occurred during initialization of boot layer
java.lang.ExceptionInInitializerError
Caused by: java.nio.charset.UnsupportedCharsetException: MS950_HKSCS"

REGRESSION. Last worked in version 8u144

REPRODUCIBILITY :
This bug can be reproduced always.

CUSTOMER SUBMITTED WORKAROUND :
In Control Panel -> Region and Language -> Formats, Change the format from Chinese (Traditional, Hong Kong S.A.R.) to something else, e.g. Chinese (Traditional, Taiwan)
