A DESCRIPTION OF THE PROBLEM :
I use OpenJDK, but the bug is present in Oracle Java 8u144 as well (I checked it). I use 3 input languages: English, Russian and Ukrainian. In Eclipse and IntelliJ IDEA hotkeys are working only if English is chosen (maybe it depends on Cyrillic/Latin) but it is not Eclipse or IntelliJ IDEA bug because in Windows it is absent.
STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
Try to use Ctrl+C and Ctrl+V in Eclipse or IntelliJ IDEA

EXPECTED -
Hotkeys must work in all keyboard layouts
ACTUAL -
Hotkeys works only in English layout

This bug can be reproduced always.
