A DESCRIPTION OF THE PROBLEM :
The "Oracle JDK 9 and JRE 9 Certified System Configurations" does not indicate any 32-bit certifications to support 32-bit Windows 7 or 10. But yet, the Installation documentation specifically includes instructions for 32-bit Windows:

Also, all EA releases, including the final release candidate, EA 181, included 32-bit Windows support. The Java 9 release downloads, which is the same as EA 181, does not include 32-bit Windows:

Why was there no final build? And where is the 32-bit Windows JRE?
EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -

ACTUAL -
Only 64-bit Windows certified with Java 9
